Fuel:
Fuel in Cape Verde is subsidized by the government and VAT free. The marina has a fuel dock (the little phone both on the outermost pontoon) and you cannot fill jerry cans here. It provides diesel at prices cheaper than the normal filling stations, open Mon-Sat. (08:00-18:00)
Therefore unless you use the marina fuel dock, jerry cans will have to be filled at the town gas station, a short walk from the marina.
There are clear signs at the marina explaining this situation.
Gas:

Camping Gaz (and sometimes Calor Gas) cylinders can be exchanged at the Shell filling station.
Other bottles can be refilled at ENACOL (with butane). This is the large orange and grey building at the south end of town, the staff speak English. Make sure you have the correct adapter with you for refilling. They will refill as you wait and prices are low.
