The local subsidized price for gas or diesel in December 2012 was 4500 Rupiah/litre, or about US$0.45. You cannot legally purchase this subsidized fuel, but someone will do it for you for a markup.
Fishermen are probably the best people to approach.
Cruisers in 2015 reported sourcing diesel ("solar") via a police contact at 11,000Rp per litre.
It is highly likely the fuel will not be very clean, so use filters.
Gas bottles cannot be refilled in Jayapura, only exchanged.
