Gibril (+2203653765) is reported to offer a good service for delivery of water and diesel. He runs also the Trans-Ocean Base Banjul.
Upriver, you can find services close to bird island when you anchor in front of the Red Hill "Bird Island Yacht Service". They can deliver drinking water from the public tap, Diesel, fish and fresh bread to the boat. Everything is reported to be very reasonably priced.

Be wary of using the local 'black diesel'. It is made from old engine oil etc. It is very cheap.
