It is possible to clear in at Ko'Olina Marina on Oahu.

If arriving on a weekday you can clear it with the seaport (only open weekdays 07:00-15:00), which is reported to be easier as the officers are more familiar with the rules and regulations for visiting yachts.
For a weekend entrance, you must contact the airport.
