Puerto Lucia (La Libertad) - Clearance

International Clearance:

Yachts can either undertake clearance from a foreign port with the Puerto Lucia Yacht Club (PLYC) or in Salinas (see notes below).

Remember an agent is now mandatory to secure an Autografo and liaise with the Port Captain. The Yacht Club offer a service to liaise with the local authorities for a fee [approx. US$150] which covers clearance fees and travel expenses.

For guidance into the marina call the marina office between 09:00 and 18:00 on (+593) 98-669-5053. They will send out a launch to guide you to the quarantine mooring buoy.

The marina will arrange for the Authorities to come on board the yacht, having helped with the preparation of the necessary documents. Of particular importance in this port are:

  • A Health Certificate issued within the last six months. If you do not have a Health Certificate the boat will need to be fumigated at a cost of US$150. The pest control company will come to the boat, once it is tied up in the marina and spray the entire boat, including all lockers. Apparently, this is the only port in Ecuador that requires fumigation.
  • Health officials require proof of Yellow Fever inoculation (but not if you are over 65).
  • A "sailing diploma/certificate" certifying that the Skipper has completed some sort of training course in sailing competency has been asked for here in the past. See Documents.

Temporary Import is only granted for 90 days in this port (which can be extended up to a year). Customs has the authority to grant a one-year DJT, as Manta Customs does for Puerto Amistad. When checking in, ask for it. See Documents for more details.

The various fees to be paid, usually on departure, are collected by the Port Captain's office in Salinas. All costs are plainly posted. Prominent notices insist there is NO CHARGE for tramites (paperwork) such as temporary imports.

Salinas: If you want to undertake clearance here using a local agent instead of the yacht club, you can anchor off Salinas. The Port Captain's office is across the street from the tourist dock. Immigration are located in La Libertad. Clearance costs in the past here have reported to be high.
