All of the Colombian banks have offices here and ATM machines that accept foreign debit and credit cards paying out in COP (Colombian Pesos).
Banks are not interested in exchanging money.
Near Banco Colombia, you can find locals on the street exchanging USD and EUR for COP and vice-versa.
Most stores will change your U.S. dollars.
