Boaty Ball is a great tool for reserving mooring balls. You pay a slightly higher price but you are guaranteed a ball. This is especially nice in the more popular anchorages. Beware that some anchorages are weather dependent. When there are north swells, some anchorages may be uncomfortable or closed., especially Cane Garden Bay, White Bay and Diamond Key. In high seas, the most comfortable overnight spot is The Bight at Norman Island.
BoatyBall cover much of the BVIs and some of the USVIs. All of their moorings are branded and can be booked online, although there are some available on a first-come-first-served basis: https://boatyball.com/
Many places have mooring buoys belonging to a bar or restaurant, however, these can't be booked in advance.
